Eligibility Guidelines
Eligibility Requirements
To be considered for EOP/HEOP, applicant must:
- Be high school graduate or possess a State-approved high school equivalency diploma (GED).
- Be a New York State resident or permanent resident alien residing in New York State.
- Meet the academic criteria for the college the student has applied to and demonstrate a potential for successful completion of a bachelor’s degree.
- Be inadmissible under regular admission.
- Meet the economic guidelines (listed below) determined by the New York State Education Department.
2008-2009 Economic Guidelines
The Economic Guidelines are based on family income and number of household members, including the head of the household. To be considered for H/EOP, the applicant’s family income must fall within the ranges given in the Income Guidelines or visit the SED (State Education Department) website.

To request to be considered for H/EOP simply check off the box in page 7 of the New York State/Cornell Opportunity Programs section on the Cornell Supplement application within the Common Application for Freshman Admission.

Once we received your request we will mail you a letter with the information that you must submit in order to verify your eligibility for H/EOP.
Transfer to Cornell
Students enrolled in H/EOP, or a similar program (such as SEEK or College Discovery) applying to Cornell as a transfer for the fall or spring semesters are eligible for H/EOP. Transfer applicants are required to follow the Transfer Application procedures as a regular applicant and submit the HEOP Transfer -Enrollment Verification to our office.

Financial Aid
Financial aid packages will be constructed based on the financial information collected from the Cornell Freshman Financial Aid Application, the CSS profile, the FAFSA, and the TAP applications. Completion of all of these forms is necessary to receive a financial aid package. Prospective Students fill out:
