EOP/HEOP

Both EOP and HEOP (H/EOP) are New York State programs for New York State residents pursuing a college education, who possess neither the traditional academic profile, nor the financial means to afford college, but demonstrate the potential for success in a competitive academic environment. Students accepted under the H/EOP programs will receive academic and financial counseling, as well as a financial aid package to afford their education.

The State Programs Office is primarily responsible for counseling and advising on academic planning, personal/social matters, financial aid, and money management to students enrolled in H/EOP. We work closely with the seven undergraduate colleges and the Learning Strategies Center (LSC) to provide tutoring and additional assistance required for the successful graduation of H/EOP students.

The Educational Opportunity Program (EOP) corresponds to the contract colleges: the College of Agriculture and Life Sciences; the College of Human Ecology; and the School of Industrial and Labor Relations. The Arthur O. Eve Higher Education Opportunity Program (HEOP) corresponds to the endowed colleges: the College of Arts and Sciences; the College of Architecture, Art, and Planning; the College of Engineering; and the School of Hotel Administration.

COSEP
The Committee on Special Education Projects provides support services to facilitate student’s adjustment to Cornell and their graduation. This enrollment form is to be filled out after a student is accepted and enrolled at Cornell.

CSTEP
Once students have been admitted to the University, they can apply for the Collegiate Science & Technology Entry Program (CSTEP). CSTEP is for New York State residents who are interested in pursuing professional education programs of study that lead to licensure and careers in law, architecture, and the scientific, technical, and health-related fields. Program Services
Freshmen admitted through H/EOP will have an exhilarating summer attending the six-week Pre-freshman Summer Program (PSP) that begins in late June and ends in early August. The programs consist of university courses, workshops, and enriching activities to help provide students a smoother adjustment to Cornell University. This program is entirely cost-free to the student. The Learning Strategies Center (LSC), the central academic support unit on campus, provides students with supplemental instruction in selected courses, tutorial assistance, a study skills course, and workshops designed to help students develop effective learning strategies for success at Cornell. Counseling is provided on academic, personal, financial and social issues; guidance is also given on career planning. Though students will be meeting with an SPO counselor a minimum of twice a semester, they are encouraged to utilize our counseling services as often as they need.

Financial aid is provided through Federal, State, and University funds. The financial aid award depends on the student’s choice of college and the family’s financial status. On average, H/EOP students receive more financial aid than most Cornell students and graduate with far less loan.

H/EOP Students at Cornell University also have many opportunities to engage in specially designed events such as financial literacy sessions, dining etiquette workshops, banquets, conferences, trips to the New York State Capitol Building in Albany, and even participate in their college’s Study Abroad program, Urban Semester, and more.
